Controls question?

I'm new to boating. When they say "Controls", does that mean the throttle/trans levers and cables, or is it the steering, or what?

"Controls" refers to controlling the engine and transmission and therefore.....

Controlling the boat(steering) is not included in this referance.

The phrase: "...at the controls..." refers to being at the helm in control of the ship (boat, yacht..etc)

this includes power controls and steerage.
