  1. (This answer assumes you are located in the US and are talking about the coupon type converters that are in the news)

    In most areas there are already digital broadcasts so converter boxes work right now.

    These converters only work with over the air broadcasts and have nothing to do with cable TV service.

    The converters install between your TV antenna and TV. The old analog and new digital broadcasts use the same antennas and are sent through the air in a similar way. In general, if you get good analog reception from full power stations*, you will also get good digital reception with the same antenna.

    * not translators or repeaters

  2. If you have cable going directly to your tv you'll have to ask the cable company if they are delivering a digital signal.  If yes, then you are already digitally ready to go.  No need for a convertor box.

    If they still supply an analog signal you simply can't tell.  If you take the cable away you may have to use the convertor and an antenna.

    they don't make it easy for us, do they!!!!
