Converting this percentage to a fraction in the simplest form?

My neighbor is having problems with percentages to a fraction.It's been a while since i've done this so can someone list the steps for her and do this problem.

  1. This is easy-peasy-lemon-squeezy:

    Put 31 over 100

    Divide by whatever number can go into both 100 and 31 the MOST times (It will save a lot of time)

    In this case the numer would be 0 because no number goes into both 31 and 100 and even number of times (without decimals)

    So your answer would be 31 over 100!

    Just so you understand try to do some more:

    50%

    25%

    45%

  2. Step 1: Write down the percent divided by 100.

    Step 2: If the percent is not a whole number, then multiply both top and bottom by 10 for every number after the decimal point. (For example, if there is one number after the decimal, then use 10, if there are two then use 100, etc.)

    Step 3: Simplify (or reduce) the fraction
