Cordless optical mouse is erratic when trying to open executable files?

after downloading a new executable file and then trying to open the file to install it, the mouse cursor starts to go all over the screen and cannot be controlled. This is a wireless Microsoft notebook optical mouse 3000. The batteries are fine. The mouse works perfect any other time except when opening an executable file. (It's as if something is keeping the .exe file from being opened) I have run (all updated) AVG-anti spy, Superantispyware, Windows Defender, Microsoft Malicious Software Tool and Norton 2008 Anti virus. They detect nothing.I run my computer using a Limited Account and ONLY use the Administrative account when downloading or running complete system scans. My downloaded file are always SAVED to disk and scanned before opening them.
