Correct Ratio of Factory Workers to Maintenance-Repair Workers?

How many maintenance/repair/service personnel should there be per factory workers. What is a proper staffing ratio? Should it be 30 factory workers to 1 maintenance worker, or something more like 75 factory workers to 1 maintenance worker. Thank you. Can you tell me your source of information too please.
