  1. Often in China free accomadation (and usualy utility bills) is part of a salary package - if you are being offered 8000 plus accomadation its not bad - otherwise no. I get about 8000 plus a great apartment in Ningbo (Close to Shanghai - but Cheaper) - the apartment would cost 5000 a month to rent I guess.  Cant see you getting anything decent in Shanghai for less than 3000/4000, unless you live waaaaaaaay out in the sticks.

So in short - apartment included - pretty good, otherwise no.

As for cheaper capitals - basically the further west you go, the cheaper it gets - rule of thumb, but not an absolute. Shanghai is relatively expensive, Nanjing less so, Hefei even less etc etc

  2. there's no certain ralationships between high cost and capital city.

living in capital cities of many poor province,  you even spent 1/5 of that in some ordinary cities on costline.

if you live in beijing, $1500 per month is enough.

  3. 8000RMB per month is quite good.

cheapest cities are Zhuhai, Shenzhen, Dalian, Wuhan, and probably Chengdu
