Cough medicine for 21 month old twins?

Is it ok to give cough medicine to kids who are only 21 months? If it is ok, what is the best I can give them? My poor daughter was up coughing all night. I felt terrible b/c there wasn't anything I could do for her. Any advice will help! Thanks!!
