Could I do an eagle scout project for a homeless shelter or Catholic Charities?

Yes.

Contact your local Catholic Charities office and ask them, "What are the needs of the community?"

They will probably have about a dozen options from which to choose.

i go for the homeless shelter.  i did that and i was the best and most rewarding thing i have ever done.

Sure, why not.

Here is an idea...read the book called "The Insanity Offense" it is a new book and it talks about how a huge percentage of homeless people are there bcuz they are mentally ill.  You might develop a way to help your shelter or the Catholic Charities connect people with resources for mental health services, or develop a plan for a halfway house for people with mental illness issues.
