I don't think there are too many companies that will mail to you the samples but in malls or even in the street there are some bussines that gives free samples all the time . . .

Yes, I live in Merida, Yucatan and get free samples whenever I go to the store.

Samples like shampoo and personal hygiene products are sometimes given out on the streets.  Sometimes stores will give out free tequila or rum in a grocery store.  Those are always fun!
