Visit Google or another search engine, and type in "International Adoption" to find agencies with programs in various countries.  One that I know of is http://www.CWA.org and another is Holt International...there are many to choose from.  Through the agencies, you can learn about the processes for the various countries as well as the requirements.  

    Also visit http://travel.state.gov and find out information about international adoption, with country specific information.

    Japan is not open to adoption the way other countries are.  In order to adopt from Japan, the parents must be residents there (not citizens, necessarily, but residents) for an extended period of time.  That generally makes it nearly impossible to complete an international adoption from Japan.

  3. Like Suzy says, I think the options are pretty limited.  See what teh State Department has to say:

    ELIGIBILITY REQUIREMENTS FOR PROSPECTIVE ADOPTIVE PARENTS:

    Japanese law allows two types of adoptions: special and regular. (Please see details in the “Japanese Adoption Procedures” section below.)  In special adoptions, one of the adoptive parents must be over the age of 25 and the other must be at least 20 years old. Depending on the applicable U.S. State law, the Family Court may allow single parents to adopt on a case-by-case basis.

    AVAILABILITY OF JAPANESE CHILDREN FOR ADOPTION:

    Both Japanese and foreign children are available for adoption in Japan. Most of the orphans adopted in Japan by foreigners are Japanese. Among the cases of foreign children adopted by foreigners in Japan, many of the children are related to the adoptive U.S. parents and may have lived with the adoptive parents in Japan for more than two years.

  4. Do you have a second choice?

    International adoptions from Japan to the US are fairly rare (from about 25-40 placements per year recently) and agencies are not easy to find. If you are not in a position to travel often and arrange an adoption privately it may not be your best choice.
