Could I reapply for H1 Visa.?

I have applied for H1 and got selected in CAP for 2007 quota.Unfortunately,it got rejected cos of insufficient docs provided by Employer.

My employer now claims ,he has made petition to USICS for reapplication and got approval.How far can this be true?Are there any cases like this?Could someone get me light on this?

    - Ask him for your  I-129 and I-797 [Approved petition].
