  2. A PROPERLY run one will. It starts at the top! If well managed, apkept and properly charging its participants, yes it will. Lack of any will fail

  3. Not interested in your blog.  Just present your opinions to the populace and let us make up our minds whether you have presented the story fairly. Too many blogs quote chapter and verse as if taken directly from the Encyclopedia Brittanica.Too many public courses are run by the city or town's athletic department. The funds collected in greens fees are diverted to the General Fund, or other athletic programs and never put back into the course maintenance. Then union help gets involved and you can't get them to give a full days work. There is much" featherbedding", much help and little action.Several municipal courses had such bad results that management companies are in place to take over the premises. The course in Hamden,CT is a prime example. The former pro has guaranteed the town a moderate stipend for 20 years and has taken over full management, all the maintenance people, pro shop , locker rooms, snack bar, does all the course improvments, and all golf scheduling. The rates for town citizens are moderate and all I have spoken with are very pleased with the course condition. The course is not only making money but the membership is very pleased with the ever improving course.
