  1. He could, but he probably couldn't get the new person on many state ballots.

    since he is not part of a major ticket (democrat, republican), he has no convention put in place for his acceptance of his party's endorsement and nomination, and thus no corresponding deadline to announce a VP

    hooray for nader!

  3. He can do whatever he wants.

    Originally, the candidate that got the 2nd most electoral votes would become VP, but they changed it so that the candidate chooses it instead.
