  1. No, Puerto Rican voters would have to approve that their government request Statehood and the US Congress would then have to take action on that request.

  3. Under the Constitution new states are admitted by Congress.  The president has nothing to do with admitting states.

  7. No, it would require a vote by Puerto Ricans requesting statehood and then congressional approval. It ain't happening though because there's a great deal of opposition to statehood in Puerto Rico.
