Just as long as they're both Parakeets, yes.

Yes. Color has nothing whatsoever to do with it. They are the same species and will mate. Parakeets do, however, have to be given the right situation in which to successfully breed and raise chicks. More than likely, the entire clutch would be green, with perhaps an occasional blue or yellow.
