  1.   Yes

    IF they are found to be incapable of standing trial ( not able to help with their own defense) they would be placed in a secure facility until they are well enough to help themselves and have a trial or until death.

  3. yes. Almost anyone could be charged with murder.

    I am almost positive that in one case the crime was so bad that the state of Texas executed a mentally deficient person

  5. They would be placed into an institution instead of jail.
