  1. No.  There is no actual hole.  There is just a zone where the concentrations of ozone are much less.  The concentrations are very low anyway.

  2. Let me see if i can put this simply...NO

    The ozone hole is not like a hole in your jacket you can just stitch up, it is an area with absence of ozone.  Unless the meteor is made of ozone and decides to deposit some right there, I doubt it would make a difference,  probably make it worse.
