Realize that there's not a real market for these things, so you will likely have to pay for worldwide shipping.  I assume also you're asking about the ventriloquist "dummies," the traditional looking figures.

If you're looking for super cheap puppets, http://www.throwthings.com has some for about $40 US.  You can upgrade and get different things on them, such as a control stick (they use a pull string in the back of the neck), moving eyes, and possibly some other features.

Your next cheapest bet is ebay.  People sell their puppets online sometimes that they made and you can get one for about $300 US.
