Generally speaking - you can't. The data has been trashed.

This is impossible to answer correctly as it depends on the type of blurring. If you are talking about an out of focus picture then it might be possible to use sharpen and small amounts of noise in conjunction to give a sharper yet natural looking image.. but this is rarely effective. If the blurring is intentional then it is unlikely to be reversed without a lot of experience in image editing, although this also depends drastically on the exact type of blurring filter used.

So the answer is - no, nobody can tell you until you provide more details.
