  4. yes, as long as everyone agrees. or you will have to pay the differnece to upszie to the people downsizing. thats what the pople who lived by me did when they went form a 3 to a 4 bed and vis versa

  5. It all depends on the size of your family. If there are only 2 of you, most Councils will not let you exchange to a 3 bed, and visa versa, if you have 3 children, you will most likely not be allowed a 2 bedroomed house,(even if you are already living in one)

    A few years ago, the councils stated that you were allowed a spare bedroom, but with the housing situation in the dire state it is in, most only let you move to a house that befits your needs, i.e, if you are just a couple, then you are only entitled to a 1 bed house, if you have 1 child you are only allowed a 2 bed, and if you have 2 children of the same s*x, you are again, only entitled to a 2 bed. If you have 2 children of different s*x, or 3 children, you are entitled to a 3 bed, and if you have more than 3 children, then you are entitled to a 4 bed house, or larger, depending how many children you have.

    If you are "downgrading," i.e.you wish to move to a smaller house, because your family no longer needs the bigger house, you may get a "downgrading" payment. This usually varies, (£1400 for a single person, or couple giving up a 3 bed house for a 1 bed property) and is an incentive to make people give up big houses they no longer require, to "free up" the houses for families, but most councils do not pay this if you are exchangeing properties.(Transfers only)

    Most councils run on a  similar basis, although some may vary, depending on the housing need for that area, and it is wise to check with your council, as to what their rules are.
