IT depends on whether Jacques Rogge is the president of the special olympic committee as well. If so, then YES you can fake it.

All you need is a fake doctor's certificate. If anyone sees you driving a car, it's no big deal, because that does not PROVE you're not blind. They need PROOF. And they are not going to do any investigation to find their own proof, but rather they must "respect" what your doctor says. Your doctor can always provide paperwork satisfactory to their "investigation". That's good enough for the IOC.

So the answer is YES, you can fake being blind. People will ask how come you can shoot the basketball so accurately for a blind person. Just say it's because you're that good. They are just sore losers. They have no proof of anything. All you need is a doctor who won't s***w you over. Get a doctor that will stick to the story.

I'm sure there would be certain criteria which the athletes must adhere to. Such as providing doctors certificates, etc. However if someone did manage to successfully gain improper entrance in to the Paralympics, one would have to question their morals. That'd be a pretty poor effort...
