I occasionally translate English articles, and I can't figure out the meaning of the above phrase that was the title of an article about the Hezbollah guy assasinated in Damascus 4 months ago.

It is prob directly translated by someone who speaks norwegian, swedish or danish where you would say "verden over" (world over) which means all over the world.

I think it's like a militant person that was wanted by authorities worldwide.
