  1. You have to be careful about the paint and products that went into their construction (lead, other heavy metals like in keys, specially treated plastics to withstand heat or chemicals, etc).

    Parts to baby-toys make the safest off-the-shelf bird toys because the paint and materials have been proven safe.  I found a website dedicated to making your own toys. I find it and update this answer.

  2. The plastic spools are probably okay.  You should be able to check with the manufacturer and find out exactly what they're made of.

    I wouldn't use the paper clips.  The bird will chew through the plastic coating and possibly ingest it.  Then you have exposed wire that may contain lead or zinc.
