Could my father apply for German citizenship if he was still living there after 10 years?

My dad went to Germany to study after that he stayed and work there for around 10, 11 years...I dont think he will be able now but because he moved back and live here now but if he was still living in Germany could he apply for German citizenship or not?? So now if he wants it he has to go back there and stay for how many more years?

Ask your dad if he wants to give up his present citizenship. Germany will not allow him to have dual citizenship. The rest I believe will become a moot point.
