  1. at this juncture in the history of  EU its ideal but not possible.  in certain situations eg darfur - possible. Issues may dictate commonality.

    pl bear in mind, that EU started as EC and b4 that EEC - ie, economic union, to a large extent it still is. national interest still override many considerations.  the world is still a mess. so a common policy may not necessarily be good.  it looks ok now.

    take tibet - not very vocal. no one wants to upset the apple cart.

    it will come a time probably 10, 15 yrs, that a common foreign policy will evolve slowly but surely.  


  2. No that why the Irish voted no to the LIsbon treaty. It conflict with there neutrality there. Been a neutral country

    If you have read the Lisbon treaty you see it mention about the EU having a common foreign policy.
