Could some one give me a recipe for thai ice tea?

The hardest part is locating the tea.  You have to go to a market that sells it--it's not made with regular black or green tea.  A really well-stocked Asian market will have it.  

Then boil some water, add some tea leaves and turn off the heat.  Let it steep for 10-15 minutes and strain into a glass and add sugar and half and half.  

You have to experiment with the quantities--say 1 quart water and 1/3 cup tea leaves.
