Could someone edit the hair color in this picture ?

Alright-so I understand that it is going to be a little harder; because I've heard black hair is harder to change the color of.. but I really need help here; considering I don't have photoshop..

I need the hair of the boy in this picture to be changed in color to neon green and pink. It can be neon green with neon pink stripes or vice versa; whatever works; as long as it's not like.. polka dots. And it can't look too animated, please.
