Any light hydrocarbon or oil will dissolve tar, but if you're interested in removing it from clothing, a good solvent is WD40 or clear Penetrating oil, it will dissolve the tar away and not discolor the surrounding fabric, however if you're asking this from a scientific point of view, Tar, the general name for any heavy hydrocarbon with more than 50 carbon atoms in it's chain, can be dissolved by any other saturated hydrocarbon, and also by some hydrocarbon-chain based soaps and detergents.
