Go buy one. Unless youhave sophisticated engineering experience and the fabrication equipment you are not going to  sucessful.

I have to agree with both 1 & 2, though I suspect you could spend years trying to find a Blacksmith.

   First of all you'd have to find the "stock" or be able to weld aluminum. It would be relative to the way Steel studs are formed.

   At the very least, you'd also need RIVETS, or stainless bolts and nuts which would eventually loosen. You'd need the hinged, clasping pieces that stop a step ladder from collapsing out.

   Beyond that, why not just look at an aluminum step. The construction is relatively simple with the proper materials in the method.
