Flash drives and SD-RAM cards.  The packaging weighs as much or more than the item itself!  These things should be sold through vending machines with a minimal plastic sleeve.

Anything that comes with one of those large, clear, flat plastic cases around the product, like utility knives. The whole point of those is to make the product itself so bulky that people can't hide it under their jacket and sneak it out of the store, but once it's purchased the entire case just gets cut open and thrown away.
