The person who lays out the cards is the person best suited to reading them. It would be difficult for someone else to correctly interpret them.

I suggest you visit Joan Bunning's Tarot course online: http://www.learntarot.com/

There you can learn to interpret the cards yourself, plus you can look up the traditional meanings of those cards, and see a sample Celtic Cross reading.

I also highly recommend purchasing a copy of her book, "Learning the Tarot," to keep on-hand as a great reference.
