  1. Yes it's from right to left.

    I can recognize that these are chinese characters and the flag is from Taiwan.

    1st line : 來華助戰: Coming China to help in our war.

    2nd line : 洋人(美國): means westerner and foreigner (USA)

    3rd line : 軍民一體: The military and the people stay together.

    4th line : 救護: Saving and Protecting (our country)

    5th line : 航空委員會: Air force association

    6th line : (*1)字第(*2)號: Serial no. *1 can be chinese characters and *2 can be numbers.
