Alcohol and nicotine seem to be, in most western societies, the only socially and morally acceptable recreational drugs, for historic and economic reasons. They both have terrible health problems associated with their use.Other,(possibly less harmful) drugs are outlawed. When marijuana was to be tested for its possible medicinal benefits, one of the first priorities seemed to be to remove its effect on a users mind, ie the "high".There is obviously a huge demand for drugs whose main function is to hopefully improve mood, or create a sense of well being, ie make the taker feel better than they would be without them and yet they are prohibited, on the grounds of their harmful effects. This would be an acceptable position, if all non medicinal drugs were banned, but alcohol and nicotine are exempt and are a major source of government revenue. So why not a drug or drugs that are engineered ,( if necessary) to at least a similar, or more preferably lower risk of bad effect, but as legally, socially and morally acceptable as alcohol and nicotine?
