Question:

Could this HVAC tech have misdiagnosed the problem with my AC?

I had him check the AC units before I bought the house and he said on one of them, the condenser fan motor is locked up.

Now I went up there today to do some troubleshooting and I'm not sure he knows what he's talking about:

#1 I can spin the fan by hand so it isn't "locked up". It might be dead though because it won't start.

#2 No air blows in the house, so there's probably something wrong with the inside fan too.

  2. Sometimes when power is applied to a fan motor and one of the windings is bad it will "lock up". You can't move it but can when the power is off.

    I think you are only dealing with semantics. If it is bad it is bad.

    The indoor unit not running is entirely a different issue.

  3. He may have found a problem with that unit and shut the power to it off. No part of it  will operate without power.

    Check your main breakers, and at the service disconnect beside the unit.

    If it spins freely you may need a starting capacitor. If the fan is bad, he could have said burned up, and this might have scared you. Burned up, locked up, froze up. Either way or term it may be dead.

    It could also be  bad contacts.

  4. Locked up in my opinion is the same as yours.  Even if it was it wouldn't affect the indoor blower.  Maybe it was the other unit?
