Could this be mental retardation?

I know this child who is 10 and didn't learn how to speak until the age of 3 and walk until 4. They don't have their fine motor skills, drool, and have bladder control issues. Also, do you have any mentality websites I can look at?

What you have described sounds like a child who is "developmentally delayed."  There are many reasons for DD, including MR.  There are also others.  Professionals can take various tests to determine what disability or disease may have caused the delay.  An IQ test is essential to either rule MR in or out.

Chances are, yes, the child is mentally retarded.  (Mentally disabled sounds nicer though!)  Technically this child could also have cerebral palsy with a completely normal thinking brain.  People assume those with severe physical disabilities are also mentally retarded, but it's not always the case.

It is likely, but not necessarily. There is definitely a developmental delay present.
