Yes but you need a tracking # from the clerk before you send it off.

Unless it was sent registered, express, or with delivery confirmation, it is very difficult.  The person sending it needs to go to the post office and fill out a lost mail form.  If it was regular mail, the USPS will probably make you wait 2-3 weeks before you can do that.
