  1. I wouldn't exactly call south korea third world (or Austria Sweden or Norway for that matter)...

Because the appointment of the secretary general is subject to veto by any permanent member of the security council, I suspect that there is a considerable amount of political maneuvering behind the scenes and that no nation with extremely close ties to any permanent member of the security council would get past the others' veto. Canada has strong ties to the US (whether canadians like it or not) and to Great Britain. I guess that Russia and China would not be happy about that. South Korea for instance also has ties to the US but its proximity to Russia and China demand that it remain more neutral. They also try to vary the region from which the Secretary General comes - the last five have been from Austria, Peru, Egypt, Ghana and now South Korea. Eventually they should get around to North America and maybe it will be a Canadian.

  2. Was the question could Canada ever be mistaken for  a Dominion  or was the question could there ever be a time  when people thought Canada was a Dominion and not a country.   There could be  one  of many types if The Right To Peace were to be made a clear right in The Constitution or equivalent in each nation for all citizens. This is not to say that other nations are hostile such there would be such interest all types of officials could be around. The question as to whether a  Canadian Secretary-General  would ever become one of The Dominion of Canada is no for as far as I know no such Dominion exists and am aware of no power which could make it so as there may be mention of Royalty in England but as far known Canada is a country not a Dominion.

  3. Never. Louise Arbour made sure of that with her ridiculous liberal statements while she was prosecuting. She really made Canada look stupid.

She still is the UN High Commissioner for Human Rights. Just a matter of time before they drum her out hopefully.

  4. No, it's been reserved for Third-World diplomats for many decades now.  The way it works is that the Europeans, Americans, and (now) the Chinese run the world and the Third-World folks get to have the Secretary Generalship of the UN.  Everybody seems pretty happy with the arrangement.
