  2. I think you just described every city in Norway!  Thanks to the fjords, much of the country is both mountainous and coastal.

    While there are no particularly large cities in Norway, I'll exclude Oslo, since it has by far the largest population.  Also, there aren't really any mountains around the city (just hills), though it's not a long trip out of town to reach them.

    In terms of "medium" population, I would say that leaves Stavanger, Bergen, and Trondheim, all of which are roughly between 100-200K people.  All of those in the southern half of the country, so the summers are relatively warm (with a very strong emphasis on the "relatively").  The west coast of Norway has a very temperate climate with mild winters, generally cool summers, and lots of rain.  However, when the skies do clear up it can get quite warm and reach the high 20s C.

    That just leaves the skiing!  If you're trying to combine the "relatively warm summer" with the skiing, the biggest summer ski resort is in Stryn, which is roughly halfway between Bergen and Trondheim.  Galdhøpiggen, the second largest, is quite nearby.  The third largest is the Folgefonna Glacier about 70km SE of Bergen.

    Assuming you didn't mean skiing in the summer, that opens up a lot more options!  While you can cross-country ski just about anywhere that gets snow, for alpine skiing, you'll find most of the major slopes in the areas further inland.  Among the top resorts are popular Voss and Geilo east of Bergen on the Oslo-Bergen rail line.  Oppdal lies near Trondheim, and Strandafjellet is between the two.

    So I think it's a toss-up between Bergen and Trondheim.  Bergen is the second largest city in Norway and probably the second seat of culture with many museums and performing arts, and it was the home of some of Norway's most significant musicians and composers.  Trondheim is very much known as a university town with many students and a lively student culture during the school year.  It also has some significant history as the home of the grand Nidaros Cathedral and site of the coronation and benediction of Norway's kings.
