No: we don't have the sort of solid block of diamond you'd need to carve out a little diamond "diving bell" -- you'd have to stick diamonds together with some ceramic "glue" that would be much less strong.

And you'd still have a problem, in that you'd have to pump air all the way down to the bottom if you wanted to keep breathing. That means that your pump at the top of the ocean would need a pressure of 100-1000 atmospheres, in order to force the air all the way down.
