It isn't for sale. It is owned by the State. Incidentally, if you were not aware of it already, it is used as the official residence and administration base  of Her Majesty The Queen, Head of State, Supreme Governor on Earth of The Church of England, Queen of the United Kingdom, of Australia, Canada, New Zealand, of all Her other Realms and Territories.

Where exactly would you want such an august person to entertain foreign Heads of State - in a council house?
