If you knew an elderly neighbour that had fought in the war and was disabled - would you tell if you knew they had over £16K in savings ?

  1. No, he risked his life for others so now he should be left to live in peace and quiet to live out the rest of his years.  


  2. if they are over 60 and in receipt of Guaranteed credit of pension credit then the 16,000 capital rule does not apply

    As you do not know his full circumstances, and the council probably will, I would suggest taht there is no fraud. If he is disabled he is likely to be getting DLA/AA and more than likely the GC of Pension credit which means there is no upper captial limit and he qualifies for CT benefit.
