where can i go to find the notes over a council meeting in a town like wellington or spencer, OHIO. . . . . .or somewhere close

i need the notes of what happened during that meeting

You are probably talking about the "minutes" taken at a meeting. I would suggest just contacting City Hall and asking them how to go about obtaining them. They should be a matter of public record.
