I under how to assign the +1 or -1 to the cards. but what does that tell you?

The count basically gives you an estimation about who has the advantage, the player or the casino. As the count gets higher, the player has a greater advantage and should therefore be betting more.

The house edge is not constant in blackjack like in roulette or baccarat because the composition of the remaining shoe is constantly changing and not all compositions are advantageous to the casino. Card counting will help identify when the situation is the players favour.

it tells you whats left the higher the count goes the better the cards coming out will be, better chance of winning

What everyone else said, but a warning to go along with this:

Card counting isn't cheating, but you will be kicked out of casinos and blacklisted (a list of banned patrons) if you are caught blatantly card counting. So be careful with your fluctuating bets, don't try to take advantage of every opportunity in your favor or they'll catch you. Casinos are very good at discovering these things, they hate losing to you, you know!

A typical count will tell you whether there are more low number cards in the deck or face cards in the deck. because the dealer is forced to hit, lower numbers help the dealer, while higher numbers are more likely to make the dealer bust.

lets say you and the dealer both get 14. you can stand, but the dealer is forced to take a card. any number 3-7 will give him the win, while any facecard will bust them.
