I don't know if there actually is a list.  The commonwealth countries have an agreement, apart from that I think applications are looked at on an individual basis using a new points system modeled after the system used in Australia.

Apparently it is not looking good for South Africa because it is supposed to be a reciprocal program.  Theoretically as many UK youth should be able to have work opportunities in SA, as SA youth have opportunities in the UK.  Unfortunately because of the high unemployment in SA, the SA government feels this won't work.  

If you are interested in going to the UK under the present rules, you should apply now.  The new rules (point system) come into effect in the fall (September or October).  Here are a couple links.
