what country code is 003? i had a missed call and only know my dad in canada which is 001

There doesn't seem to be a country code 003.  But most of the ones in Europe start with a 3.  See this web site for info:

There is no country code 003. In fact the starting 00 is not part of the country code - it is the exit international code used to dial out of some countries. So the country code starts with the 3. It can not be just 3 because no country has this code. There are country codes 30, 31, 32, 33 and 34. Then there are 3 digit country codes starting with 3 (370, 371 etc). So, in order to identify what country your number is from you should consult an international calling guide that also lists the numbering format of countries.
