If you are looking at post secondary (after high school/gymnasium), the U.S. still has the majority of the best universities.

For high school, Finland.

well education here in romania is very strong a lot stronger than in western europe....here we still use the good old communist approach to education

I read that kids in India go to school for like 12 hrs a day. Maybe thats exaggerated, but if not I would say those children.
