  1. The money violates the Rehabilitation Act of 1973.  It is not unreasonable for the Treasury Department to create bills that can be identified by people who are visually impaired and it doesn't need to be braille.  Creating such bills might actually make counterfeiting more difficult.

  2. How would you feel if you were blind and went shopping and someone took a twenty from you and told you it was a five.  It's because of dishonest people like this that causes these laws to be written.  When people stop taking advantage of the unfortunate, crazy laws like this will cease to exist.

  3. Putting braille on paper money will not work for several reasons.  Mostly since they are kept in a billfold or purse the money would lose the braille for them to read.  Til they make coins in 5's, 10's and 20's then they should take someone to the store who can see so they don't get riped off.

  4. If your question is it approrate to have a federal court require the currency to be readable by the blind the answer is no.

The Constitutions grants Congress the sole power to print and coin money.  This is another example of Judical overreach I think this time Congress will make a correction.
