  1. Probably best to go cable in an apartment.  You need a balcony, fenced yard, or other area over which you have exclusive use in order to add a dish.  You need a clear view of the southern sky also for a dish (no trees, etc.).  Also, most apartments don't allow drilling so getting the wires in from the dish will be difficult or impossible.  DirecTV requires permission in writing from the apartment management.  IF you decide on DirecTV or Dish Network, expect to be disappointed the day of the install as there are many difficulties and most do not get installed.  A good indicator is if your neighbors on the same side of the building have any dishes or not.

In theory, if you order digital cable, the quality between the two is relatively the same so it would come down to the channels you want and the cost.  Both services charge for digital service on extra TV's (usually about $5-$10 per month per TV depending on the package).  With HD however, DirecTV will probably offer the most HD channels.  You need an HD TV to use HD.

  2. I'd go with cable or if possible a different sat. dish company.  Direct TV  has been a complete hassle for us, long story short we were tricked into switching from Dish Network to Direct TV and we've had nothing but problems.
