Both, depending on the traffic.  You may get there and be lucky enough to dock, if not, you tender.  Have fun!

Depends, they did have severe hurricane damage to the pier.

Depends on when your ship arrives.  There can be as many as 8 cruise ships out there.  2 piers; only 2 ships at a time can dock on either one.  Others tender in.  Don't know how it is determined who gets first shot at the pier, however...
