Craftsteak NY: How formal am I allowed to dress?

I'm going to NY for a weekend and I would love to wear my satin cocktail dress to my 19th birthday dinner on the Saturday night (we have reservations at Craftsteak), but I don't know if it would be appropriate. This will by my first trip to NY so I want it to be very special.

Should I stick with the "dressy casual" advice given on blogs, or should I go ahead and dress up?
